At its meeting on 7th April, the Parish Council welcomed representatives from Bloor Homes, to give a brief presentation on its pre-application proposals for an expansion to the approved development east of Horndean (to be known as Land East of Horndean Southern Expansion (LEOHSE)). The proposal is for up to 750 additional dwellings situated entirely within Rowlands Castle Parish, formal and informal open space, allotments, a Neighbourhood Locally Equipped Area for Play (NEAP), two grass junior football pitches, a pavilion, and a cricket pitch. There will be 40% affordable homes. This is in addition to the LEOH development currently underway for up to 800 dwellings in both Horndean and Rowlands Castle parishes.
This LEOHSE application for outline planning permission is now open for consultation and details can be found on EHDC’s planning portal at publicaccess.easthants.gov.uk/planning/index.html?fa=getApplication&id=180964&reference= . The impact of this additional development will be considerable, and the Parish Council urges residents to consider the application and submit comments to EHDC before the deadline of 20th August 2025. In addition to the impact on additional traffic and local amenities, plans for the existing development only includes a one-form entry school, which was approved before the LEOHSE development.
Bloor Homes has indicated that it won’t be arranging a public meeting/exhibition at this time, but ‘remains committed to ongoing communication with the Parish Council and residents as the application progresses’. Residents are invited to contact the LEOHSE project team directly via its website landeasthorndeansouthernexpansion.co.uk/ and will be able to view the original information/consultation boards which were presented during April’s Council meeting.
